can i know what is the error and how it can be rectified

It looks like the Kernel crashes during startup because of this:

ModuleNotFoundError: No module named ‘tensorflow.python.util’

Your pip list looks good at a first glance and it should be able to import that without issues.
Can you try starting Python in your environment and then running the line from tensorflow.python.util import compat?

Looks like TensorFlow is not correctly installed then.
Did you create a fresh new Anaconda environment when installing PerceptiLabs?

yes i have created new environment and installed perceptilabs

Looked around a bit on Google for similar TensorFlow issues, it seems the most common answers are to upgrade your pip and reinstall TensorFlow:

pip install --upgrade pip
pip uninstall tensorflow
pip install tensorflow==1.15

Hmm, do you have any environment where TensorFlow is working properly?

Sometimes, dependencies from the Base or standard (non-anaconda) environments sneak into the new anaconda environments and mess up the new dependencies.
This particularly happens if you have done a root install of any package.

I have experienced the module not found error in a variety of ways and in my experience it is, as Robert, said, due to inconsistencies in the environment.

If you are using Anaconda, the need for the conda/pip combination doesn’t help if you are installing for GPU, but if you are doing that, please see my recent step by step runbook for perceptilabs environment creation here in the forums (there are also attached pip & conda lists for comparison with your own results, which may help in case something goes wrong).

Hope that helps
